Deel is the best employer of record service for most companies hiring internationally, employing in 130+ countries on one platform at published prices: $599 per employee and $49 per contractor a month. An employer of record (EOR) is the local legal employer for your overseas hires, handling their contracts, payroll and tax compliance so you can hire without opening your own entity. The best employer of record service for a small budget is Native Teams from $99 or Remofirst at a flat $199; Remote covers indemnified contractor compliance and Oyster hands-on people support; Rippling is the best EOR provider for one HR and hiring system; and the best global employer of record for enterprise payroll across 180+ countries is Papaya Global or G-P.

Eight providers are compared on countries covered, entity ownership, published price and platform depth, and their published EOR prices currently run from $99 to $699 per employee a month, read from each vendor’s own pricing page on October 16, 2026. Every entry states its price in one line; the full cost of employing someone through an EOR, including hidden fees and employer burden by country, sits in the cost comparison section.

All-in-one hiring platforms

Deel, Remote and Rippling are the best EOR providers when global hiring should run on one platform: each bundles employer of record services with contractor tools, payroll and HR software. Deel and Remote publish the same $599 EOR price while Rippling quotes, and the Deel vs Rippling comparison covers how those two platforms differ on price and depth.

Deel

Best for: employees and contractors in many countries on one platform

Deel runs employer of record services, contractor management, contractor of record, global payroll and a US professional employer organization (PEO) from one platform, with full legal employment in 130+ countries. That spread suits teams that want every worker type, from a single contractor to a country full of employees, handled in one system.

Its EOR plan currently costs $599 per EOR employee a month, with contractor management at $49 a contractor, per the Deel pricing page.

Pros

  • Employees, contractors and payroll in one platform
  • Full legal employment in 130+ countries
  • Every price published, including contractor of record at $325 a contractor

Cons

  • The highest published contractor management fee of the eight ($49)
  • Add-on products like equipment bundles and candidate sourcing ($14 a worker) are priced separately
  • The pricing page does not break out owned-entity countries from partner countries

Remote

Best for: contractor-heavy teams that want indemnified contractor compliance

Remote employs through its EOR in 90+ countries and manages contractors in 190+, and its contractor of record plan shifts misclassification liability with a $100,000 indemnity per contractor, up to $1M per company. That combination suits teams whose workforce is mostly contractors with a core of employees.

EOR employment currently costs $599 per employee a month, contractor management starts at $29, and contractor of record costs $325, per the Remote pricing page. There are no setup, onboarding or platform fees.

Pros

  • Contractor management from $29 a month, the cheapest of the all-in-one group
  • Contractor of record adds a $100,000 indemnity per contractor, up to $1M per company
  • No setup, onboarding or platform fees

Cons

  • The $599 EOR fee sits at the top of the all-in-one group with Deel’s
  • EOR coverage of 90+ countries is narrower than several cheaper providers advertise
  • Contractor of record at $325 is among the priciest misclassification covers

Rippling

Best for: teams that already run HR and IT software

Rippling bundles employer of record services with HR software, IT and device management and US payroll in one system, which fits US-based companies adding international hires to an existing stack. It is the only all-in-one of the three that does not publish an EOR price, so you buy on a quote.

It doesn’t publish standard EOR pricing; the Rippling employer of record page asks for a quote. Its base HR plans are published, starting at $8 an employee a month plus a monthly base fee.

Pros

  • HR software, IT and device management, US payroll and EOR in one system
  • Suits US-based companies making their first international hires
  • Base plan pricing is published ($8 an employee a month plus a base fee)

Cons

  • No published EOR price; you buy on a quote
  • No published country count on its EOR page
  • Quote-only buying makes costs hard to compare before you talk to sales

EOR providers for small teams

The cheapest EOR providers for small teams publish their prices and skip minimums and setup fees: Remofirst at a flat $199 an employee, Native Teams from $99, and Oyster, which prices higher at $699 but sells hands-on people support alongside its EOR.

Oyster

Best for: small teams that want hands-on people support

Oyster publishes a $699 EOR fee with annual discounts, employs in 120+ countries and sells People Partner services, white-glove HR support at $300 an hour, for teams without an HR function. That suits small teams that want the EOR and expert HR help from the same vendor.

EOR employment currently costs $699 per employee a month with annual discounts available, and contractors cost $29 a month after a 30-day free trial, per the Oyster pricing page.

Pros

  • Published prices with annual discounts
  • Contractor plan includes a misclassification analyzer and a 30-day free trial
  • People Partner services give teams without HR a hands-on option at $300 an hour

Cons

  • $699 an employee is the highest published EOR fee of the eight
  • Benefits and visa sponsorship are add-ons without published prices
  • People support is billed hourly on top of the EOR fee

Remofirst

Best for: a flat published fee with no minimums

Remofirst charges a flat $199 per employee a month for EOR employment, with no setup, onboarding or termination fees, no annual contracts and no minimums, which suits a first international hire that needs to stay predictable. It advertises employment in 185+ countries and visa and work permit services in 110+.

EOR employment starts at $199 per person a month and may vary based on local country requirements; basic contractor management is free, and premium contractor payment processing costs $25 a contractor, per the Remofirst price page.

Pros

  • Flat $199 fee with no setup, termination or annual contract
  • Free basic contractor management
  • Visa services advertised in 110+ countries

Cons

  • The $199 fee may vary by country, so the flat rate is a starting figure, not a universal price
  • RemoHealth insurance is a separate add-on from $55 a person a month
  • Premium contractor payment processing costs $25 a contractor

Native Teams

Best for: freelancer-heavy teams moving into EOR

Native Teams grew out of freelancer payments, and its pricing reflects that: EOR starts at $99 an employee a month, the lowest published fee of the eight, with basic contractor pay at $19 and contractor of record at $99. Its own FAQ says full-time employees are hired in 95+ countries through Native Teams’ directly owned entities.

EOR starts at $99 per employee a month, contractor pay at $19 and contractor of record at $99, per the Native Teams pricing page.

Pros

  • The lowest published EOR fee of the eight, from $99 an employee
  • Employees hired through directly owned entities in its 95+ countries, per its own FAQ
  • Entity Management, from $149 a month, offers a path to your own entity later

Cons

  • 95+ countries is among the narrowest coverage of the eight
  • Contractor of record costs $99 a contractor, five times its basic contractor fee
  • Opening your own entity through Entity Management carries a one-time fee that varies by country

Enterprise EOR providers

The best global employer of record at enterprise scale is one that can employ in many countries at once, quote volume discounts and run payroll for a large workforce: Papaya Global and G-P are built for that stage.

Papaya Global

Best for: enterprise payroll and payments data

Papaya Global is enterprise-oriented: its EOR starts from $499 an employee a month and includes its Payments OS, with global payroll and in-country experts across 180+ countries. That suits companies consolidating employment, payroll and payments data for a large workforce.

EOR starts from $499 per employee a month, contractor of record from $199, and basic contractor management from $5, per the Papaya Global pricing page.

Pros

  • Employment and in-country experts across 180+ countries
  • Global payroll and payments in one platform, with OnePay charging $0 platform fees when you pay
  • Basic contractor management from $5 a contractor

Cons

  • No self-serve published tier below the from-prices; bundles go through sales
  • Contractor of record from $199 is among the pricier misclassification covers
  • The platform is weighted to enterprise payroll, more than a small team needs

G-P

Best for: enterprise hiring with compliance tooling

G-P (Globalization Partners) employs in 180+ countries with volume discounts and sells Gia, an AI compliance tool giving verified HR support across 50+ countries, so it fits large companies that want employment plus compliance answers at scale. Its contractor plan is billed only in the months you actually pay an invoice.

Pros

  • Gia gives verified HR support across 50+ countries and all 50 US states

Cons

  • EOR pricing starts at $599 with no published tiers below it
  • Gia is a separate $500 a seat a month
  • Bundles and scaled headcount go through a sales proposal

Cost comparison

Provider EOR fee (USD per employee a month) Contractor fee (USD a month)
Deel $599 $49
Remote $599 $29
Rippling not published not published
Oyster $699 $29
Remofirst $199 $0 to $25
Native Teams $99 $19
Papaya Global $499 $5
G-P $599 $39

Every figure in the table is a list price read from the vendor’s own pricing page on October 16, 2026. Contractor fees are for basic management; contractor of record plans, which shift misclassification liability to the provider, are priced separately and higher: Deel and Remote at $325 a contractor, Papaya Global from $199, Native Teams at $99.

Say you employ ten people across three countries and want one provider for all of them. At published list prices, ten EOR employees currently cost $5,990 a month on Deel (ten at $599) and $990 a month on Native Teams (ten at $99). Neither figure includes salary, employer contributions or benefits, which you fund on top and which usually dwarf the fee itself; the full breakdown of what an employer of record costs, including hidden fees, deposits and employer burden by country, is covered in the cost comparison.

Per-contractor fees matter when your team mixes employee and contractor roles. Five employees and five contractors currently cost $3,240 a month on Deel ($2,995 in EOR fees plus $245 in contractor fees) and $590 a month on Native Teams ($495 plus $95), at the same list prices read on October 16, 2026. Papaya Global’s $5 contractor fee and G-P’s invoice-month billing suit large contractor rosters, but Papaya Global’s EOR fee at $499 per employee and G-P’s at $599 sit above the small-team providers.

An employer of record becomes the legal employer in the countries it covers and takes on employment compliance there, but it does not remove every risk your company carries.

  • Contractor misclassification. Workers employed through the EOR are the provider’s employees, but contractors you keep paying directly stay your responsibility. In the US, worker status is judged by the IRS common-law test of behavioral control, financial control and the relationship, and misclassification can mean back taxes, penalties and unpaid benefits; other countries run their own tests, so check each one you hire in.
  • Permanent establishment risk. Where your employee works and what they do can still create a taxable presence for your company even with an EOR holding the employment contract. Whether it does depends on the country, any tax treaty between it and your home country, and how much operational control your managers exercise, so permanent establishment exposure needs checking country by country before you hire.
  • Visas. Most providers cannot sponsor work visas themselves, and the countries and visa types each one supports vary: Remofirst advertises visa and work permit services in 110+ countries on its own pricing page, while coverage elsewhere is patchier. Ask for the visa country list before you rely on it.
  • Entity ownership. An owned entity means the provider itself holds the employment contract in that country; a partner network adds a chain of contracts between you and the worker, which can dilute liability protection and slow down support. Ask every provider for its owned-entity country list in the countries you actually need, and weigh the answers as one input in how to choose an EOR.

Scaling framework

Which employer of record provider fits your team size depends mostly on stage and country mix. For a first hire or two in one or two countries, Remofirst’s flat $199 with no minimums and Native Teams’ $99 starting fee are the lowest-risk commitments, with Oyster suiting the same stage when you want people support on tap.

Teams growing across several countries with a mix of employees and contractors fit Deel and Remote best, because one platform carries every worker type and both publish their prices. Teams already running HR and US payroll software fit Rippling, with a quote in hand before you commit. At 50 plus employees across several countries, consolidation favors Papaya Global and G-P, whose in-country payroll operations are built for that scale.

As a rough rule of thumb rather than a verified crossover, once you pass somewhere around 15 to 25 employees in a single country, opening your own entity often costs less over time than continuing EOR fees, though where that line sits depends on the country, the provider and how long you plan to stay. The entity-versus-EOR math, including setup costs and employer burden by country, is worked through in the employer of record cost guide linked in the cost comparison section.

FAQ

There is no single best employer of record; the right pick tracks your fit. Deel and Remote suit one platform across employees and contractors, Rippling suits teams already on its HR and IT software, Remofirst and Native Teams suit cost-conscious small teams at $199 and $99, and Papaya Global and G-P suit enterprise payroll at scale. Match the provider to the countries you actually need and to who owns the entity there, not to the biggest brand.

Eight providers cover most teams’ needs: Deel and Remote (one platform for employees and contractors), Rippling (HR, IT and EOR together), Remofirst (flat $199, no minimums), Native Teams (lowest published fee, from $99), Oyster (EOR plus hourly people support), and Papaya Global and G-P (enterprise payroll and compliance tooling). The group a provider sits in above is the team it fits best.

Native Teams currently publishes the cheapest EOR fee of the eight, starting at $99 per employee a month on its own pricing page, read on October 16, 2026; Remofirst follows at a flat $199. The fee is only part of the cost, since salary, employer contributions and benefits usually dwarf it and add-ons can raise the real price, so the cheapest provider by list price is not always the cheapest in practice.

There is no verified ranking of employer of record companies by size, because providers do not publish comparable headcount or revenue figures. By the country coverage each advertises on its own site (read October 16, 2026), Remofirst claims 185+ countries, Papaya Global and G-P each 180+, Deel 130+ for full legal employment, Oyster 120+, Native Teams 95+ and Remote 90+ for EOR employment. Coverage breadth and entity ownership matter more than brand size when you hire in two or three specific countries.

A global employer of record is a provider that employs workers for you in many countries as their legal employer, through its own entities or partner entities, so one agreement can cover hiring, payroll and compliance in each country instead of a web of local contracts and entities. Deel, Remote, Papaya Global and G-P are examples at different scales, and the entity ownership question above still applies: ask which countries each one covers through entities it owns.
